Adult And Family Services
Adult and Family Services (AFS) provides funding for basic needs, including health care and special services. The staff will assist families in finding other funding sources if funding is not available from AFS.

Those who meet federal poverty guidelines are eligible for services. Check with AFS to find out what you are eligible for if you have a need. There are no fees.

The Madras AFS office is located north of town at 678 NE Highway 97, Suite A. The office can be reached at (541) 475-6830. Bilingual services are available. The office is open 8 a.m. to 5 p.m., Monday through Friday.

Home Health and Hospice
The Home Health Agency operates as a division of the Mountain View Hospital District, and offers skilled nursing care, rehabilitative therapies, and daily living assistance in the home.

Mountain View Hospital District also offers. Medicare hospice services. For information on both programs, call the hospital at (541) 475-3882.

Health Department
The county health department provides services to all county residents in the areas of disease control, parent-child health, and environmental health. (See complete listing under County Services.) The health department can be reached at (541) 475-4456, 8:30 a.m. to 5 p.m., Monday through Friday.

Insights Counseling
Insights Counseling and Assessment is a private counseling service.

Insights Counseling offers assessment and counseling services to children, families and couples for mental health, and anger and abuse issues. Weekly anger management group meetings are conducted. Fees are based on a sliding scale and insurance. The office may be contacted at (541) 475-4034 days, and (541) 475-7857 evenings.

Mental Health
The Jefferson county Mental Health Program offers diagnostic an counseling services for the prevention and treatment of mental and emotional problems, and the abuse and dependence of alcohol and drugs. (See County Services.) The Mental Health Office can be reached at (541) 475-4457, and Alcohol and Drug Services at (541) 475-6575.

Volunteer Services
The Volunteer Program, takes care of needs that cannot be met by other social service agencies quickly enough, or at all. The program uses volunteers to provide needy people with food, clotting shoes, gas and eyeglasses.

COCAAN
Many services for low income residents are provided through the Central Oregon Action Agency Network (COCAAN). The Madras office is located at 91 SE D Street.

COCAAN provides services for low income people, and offers a home rehabilitation service for low and middle income residents. Information on child care is also available.

Programs include: winter energy assistance through the Low Income Energy Assistance Program (LIEAP); help with the costs of gas heat through the Winter Help program; and Project Help for Pacific Power customers who need help with the winter costs of electric heat.

The office has other programs for home weatherization, and rent deposits (when funding is available). In addition COCAAN puts on energy education classes for the community to help local residents learn ways to conserve heat in their homes. The goal of many of the programs is to help families become self-sufficient and have good living conditions.

The office also administers Child Care Resources, a program which screens child care providers, and offers parents child care choices. Classes are given each year to local child care providers.

COBRA
Central Oregon Battering and Rape Alliance (COBRA) was begun in 1977 as an independent, nonprofit organization of community volunteers to provide services to victims of domestic and sexual abuse. COBRA also puts on yearly educational programs to help people break the cycle of abuse.

The Madras office, COBRA's first office outside the Bend area, was opened in February 1995.

COBRA has a 24 hour emergency hot-line 1-800-356-2369, and provides counseling, local support groups for women and children, safe-homes, home visits, and bilingual services for the Hispanic community.

Jefferson County Food Bank
The Jefferson County Food Bank, operated by Seventh-Day Adventist Community Services, offers free food and clothing to low income persons who qualify. The food bank is located at 346 SW Culver Highway, by the ambulance station in Madras. It is open Tuesday, from 1:30 to 5:30 p.m.

COIC
Central Oregon Intergovernmental Council (COIC), located at 35 SE C Street, Suite A in Madras, across from the courthouse, is the Job Training Partnership Act (JTPA) facilitator for Central Oregon. the focus is on employment and training and COIC deals with the unemployed, dislocated workers, those receiving public assistance, and the economically disadvantaged. A variety of services for employers are offered as well, and COIC is very involved in area economic development.
